The definition of prostitution in the Netherlands is now based on whether there was any coercion. Dutch authorities have even proposed a new concept: "full consent to exploitation of the self." Dutch policy has been held up as an example at almost every international conference. The Hague played a crucial part in drawing up the European action plan in preparation for the Beijing conference in September 1995, where the concept of "forced prostitution" was established for the first time a European government level. The Netherlands government, in response to increasing trafficking in women, amended its criminal law in 1991. The maximum sentence for trafficking was raised from 5 to 6 years, and to 10 years for the trafficking of children under 16 and/or accompanied by serious physical violence. Prostitution

Most of the prostituted women in shop windows in the Netherlands are migrants from the Dominican Republic, Colombia, Venezuela, Ghana, Benin, Poland, Russia, the Ukraine, Lithuania, Serbia, Croatia, and the Czech and Slovak Republics. Prostituted women in shop windows in the Netherlands pay rent for the windows, about 150 florins (US$ 90) a day. The woman waits for male buyers in a room with a window that looks onto the street. The room contains the bed where she has sex and also lives and sleeps. In some establishments two women share a kitchen, a room for eating, a bathroom and toilet. At some sites the buildings comply with general sanitary and administrative rules for the municipality, men patrolling the streets assure security, rents are fixed, and neither minors nor victims of trafficking are officially allowed to work. In others, up to four women may use the same window room, share a single toilet, an improvised shower and no kitchen. In some cases, the women receive one towel and two sheets for use throughout the week. On the average, the women work between 12 and 17 hours a day, receiving from 10 to 24 clients, at a usual charge of 50 florins for 15 minutes sessions. The Association of Sexclub Owners has created an independent organization, Erotriker, which issues Amarks of quality (a grading system) to brothels who apply. The brothels are visited by inspectors who decide whether or not a brothel meets certain standards. (Jan H. Psychiatric patients from Vijvedal Hospital are being allowed to buy prostitutes as a form of therapy endorsed by Dutch psychiatrist Cecil aan de Stegge. Patients visiting the Club d'Amour in nearby Maastricht had rates reduced from £39 to £24 by Madam Nathalie. Prosex, an accounting office that opened recently to give prostitutes tax advice, helps them register as self-employed "entrepreneurs" eligible for various deductions. 'Their clothes, mobile phones, travel expenses, even visits to the hairdresser can be written off as business costs,' Prosex director Han Brugmans said. The Dutch newspaper, NCR Handelsblad, printed the addresses of child pornography Internet sites found during the investigation of an international child pornography ring on the front page of its evening edition. ("Dutch see no easy control of child porn on Internet," Scotsman, 23 July 1998)

Official Response and Action

Despite efforts to investigate an international child pornography ring based in the Netherlands, there has still been no concerted united effort to banish child pornography. The Dutch justice ministry blamed foreign-based Internet servers for continuing to display child pornography on the web. Although almost all of the 15 European Union member states seek stronger measures to combat pornography involving children, the Netherlands opposed Belgium's proposal to make it a criminal offense to possess such material for "personal ends". So the possession of pornographic videos of children will no longer be regarded in Europe as constitution sexual exploitation and will be exempt from all sanctions. Cases

In July 1998, a vigilante anti-pedophile group exposed an international child pornography ring. The ring was found to be operating in the Netherlands, Germany, the United States, Israel and Russia. Around 9,000 images were found in the Zandvoort apartment of a formerly convicted pedophile, Gerrie Ulrich, who was murdered in Italy, possibly by his business partner and partner in the child pornography ring. The cruelty to the children in the pornography stunned many officials familiar with the sexual exploitation of children. Some of the pornography was made with babies that appeared to be no more than 12 to 15 months old. A child psychiatrist said that the children must have been sedated because they showed no reaction to the torture to which they were subjected. One film, titled "Oh Daddy," shows balding middle-aged men raping 5 and 8-year old girls. One girl appeared so lifeless she may have been dead. (AFP, 16 July 1998)

Child Pornography Investigation in Holland, July 1998
According to Reuters, the Dutch police were investigating allegations that an international child pornography ring exploited toddlers as young as two and distributed their images worldwide via the Internet. "The investigation focuses on child pornography in all its facets--the production and distribution of the material," a local police spokesman told Reuters, adding that the police were not yet in possession of the alleged pornographic material.

The Dutch inquiry follows a report by an anti pornography group that it found thousands of computer disks in a flat in the Dutch seaside town of Zandvoort. The disks were loaded with pornographic pictures of children, according to the Dutch current affairs television program NOVA reported. The police spokesman would give no further details of the case pending the outcome of the investigation. He also declined to comment on reports that Dutch police were working with Belgian and German authorities.

"We are waiting for the [pornographic material] to be handed over, then it will be used in our investigation," the police spokesman said. "All the material...is either in the hands of the television [program] or the [Belgian group Morkhoven]."

According to the German newspaper Berliner Morgenpost, Morkhoven stumbled across the disks during a search for a Berlin boy who disappeared under mysterious circumstances in 1993 when he was 12. The trail led Morkhoven to the Netherlands and finally to the Zandvoort flat, the newspaper said. The child pornography network, which Berliner Morgenpost said stretches around the globe, has its center in Berlin.

It was not clear how Morkhoven gained access to the address. The property’s owner, allegedly a member of the ring, was reportedly murdered by another gang member early this year in Italy.

According to NOVA, the pornographic pictures uncovered in the flat were stored on thousands of high-density disks. Morkhoven suspects the images were passed via the Internet to a regular group of customers. It claims the Zandvoort operation was part of an international network of child pornography producers and consumers, extending to the United States, Russia, and Israel. Dutch anti pornography campaigners have long complained there is insufficient regulation of the Internet and the material it carries.

One local group, Meldpunt Kinderporno, wrote to the Dutch government recently urging the introduction of measures to combat child pornography on the Web.

The "Emancipated" Child

Parents in every country can testify that trying to restrain the hormonal impulses of teenagers can be like trying to lasso a locomotive. But special challenges confront traditionalist parents in Holland.

Graphic pornography is peddled openly in Dutch supermarkets and newsstands; graphic nudity is a staple of prime-time television. Prostitution and homosexual "marriage" are legal in Holland, and hard narcotics are available in so-called coffee houses. However, the most formidable obstacle for Dutch parents seeking to guide their teenagers through the minefield of Dutch popular culture is the central government’s "Council for the Protection of Children" (CPC).

The April 13th New York Times noted that Dutch parents trying to prevent a teenager from becoming promiscuous "can overrule their child’s wishes only if they persuade the Council for the Protection of Children that they are acting in the child’s best interest."

In the Netherlands, the official age of consent for sexual activity is 16. But as the Holland Sentinel has reported, Holland’s age-of-consent law "permits sex between an adult and a young person between 12 and 16 if the young person consents. Prosecutions for coercive sex may be sought by the young person or the youth’s parents." But under Dutch law, parents have no clearly defined power to prevent or terminate "consensual" sexual relations between a 12-year-old child and an adult — much to the delight of that nation’s homosexual lobby.

Not surprisingly, the Dutch Association for the Integration of Homosexuality played a key role in lowering that nation’s age of consent. A brochure produced by the group explains: "In the ‘shady’ area between 12 and 16 sexual contacts are punishable only when a complaint is lodged.... [O]nly the child itself [sic], his or her parents and the Council for the Protection of Children may bring in charges."

But what if the child — say, a 12-year-old boy lured into a homosexual relationship — doesn’t want to end the "relationship"? The brochure points out that "the Council assumes authority in case the situation within the family has got out of hand or when children and parents see no way of coping with the situation. Usually the Council will first try and find a solution with the help of social workers and therapists. Should the Council fail to see any feasible solutions, it may decide to contact the Justice Department." So while it is possible to prosecute Dutch adults who seduce children, prosecution is apparently the final option.

Under Dutch law, concludes the pamphlet, "nobody is allowed to interfere" with adult-child homosexual contacts "as long as the situation is mutually agreeable, but should problems arise, then the sexual relation is certainly punishable." In other words, it’s open season for Dutch homosexuals to prey upon 12-year-olds, as long as they’re careful.

Holland’s sexual "emancipation" model for youngsters has been cited by Judith Levine, author of the controversial new book Harmful to Minors: The Perils of Protecting Children from Sex, as an enlightened alternative to America’s conventional moral standards. According to Levine, "the threat of pedophilia and molestation is exaggerated by adults, who want to deny young people the opportunity for positive sexual experiences." She also insists: "The research shows us that in some minority of cases, young — even quite young — people can have positive [sexual] experience with an adult." "America’s drive to protect kids from sex is protecting them from nothing," insists Levine. "Instead, often it is harming them."

With a foreword by former Surgeon General Jocelyn Elders, Levine’s book has triggered an outpouring of protest by traditionalists and an equally effusive outpouring of praise from the academic establishment. Stephanie Dallam of the Leadership Council for Mental Health, Justice and the Media observes that the sexual revolution leaders and foot soldiers "view children as the next sexual frontier."

What if those radicals had the means to define parental "interference" in the intimate affairs of children as criminally violating their "best interests," as defined by the state? What if they had a legal weapon they could turn against parents discouraging their children from consuming pornography, or seeking sexual liaisons with adults? For advocates of the sexual "emancipation" of children, the UN’s Convention on the Rights of the Child — to which Holland was an early and enthusiastic signatory — may prove the legal equivalent of a daisy-cutter bomb.

It's too awful to fully grasp - my mind keeps turning away. I can see that this Dutch policy of leniency toward child pornography and sex exploitation is headed to the US.

I have been reading about a father who was arrested and jailed overnight, and banned from the school, because he did not leave a school meeting, when ordered to leave, where he had an appointment to discuss his request to be notified if his son's kindergarten class was going to be taught sexual education, which seemed to be pushing the idea that lesbian and homosexual families were normal and OK.

The school ban was later lifted for the father, but the school will not grant parental notification of sexual education.

Then there is NAMBLA always agitating to legitimize their position. God help the USA.

FBI recording was not the correct one

ORANJESTAD (AAN): In the afternoon hours of yesterday, authorities in Aruba received the results of the investigation authorities in Holland conducted on two tapes recorded in an illegal manner where one of the Kalpoe brothers gave one or more declarations.

These declarations arrived to the hands of Dr. Phil who took these and played with them so that declarations are such that they implicate the Kalpoe suspect in the case of the disappearance of Natalee Holloway.

Everything started when a private detective by the last name of Skeeters was able to convince one of the Kalpoe brothers to go to his hotel room where they had everything prepared with a hidden camera in such a way that they did an illegal recording which afterwards was aired on the Dr. Phil show.

On the basis of telling one of the Kalpoe brothers that he wanted to do a movie on the whole case, where the Kalpoe brother will become famous, the trap was set because the latter didn’t know that he was dealing with a private detective paid for by Natalee’s family.

After the recording was passed, the FBI obtained a copy of what was aired on the Dr. Phil show, whuile local authorities obtained the original recording that private detective Skeeters gave to Dr. Phil and no one touched.

Both were sent to Holland, when yesterday in the afternoon hours the results came that the tape used on the Dr. Phil show was manipulated.

This will surely become something which will lower Dr. Phil’s credibility and worse still that now there is an action by an American citizen who has decided to boycott Beth Twitty, is showing the other side of the coin related to the whole case of Natalee that Beth is using for another objective.

This will surely become something which will lower Dr. Phil’s credibility...

I doubt Dr. Phil's credibility will be lowered, certainly not as much as the hotel occupancy of Aruba is being lowered.

ARUBA – A trade mission, under the guidance of Peter Vermeij, substitute permanent secretary of the ministry of Economic Affairs, visited Aruba yesterday. They have talked with the government and Aruban companies had the opportunity to make contacts with the 8 companies that were part of the trade mission.

The trade mission consisted of a governmental delegation that visited Prime Minister Nelson Oduber and the president of the Central Bank in the morning, and a business delegation that made contacts with Aruban companies.

The governmental delegation also visited Governor Fredis Refunjol, ministers Booshi Wever of Public heat and Milieu, Edison Briesen of Tourism and Transportation.

The Chamber of Commerce had organized a matchmaking program, where the Aruban companies could exchange thoughts with the trade delegation. The 8 companies were from the IT-sector and consultancy with names like OmnIT, Paréa, Protempco and Qx’tract.

They are a DISGUSTING country/group of countries. It would appear that Prostitution and Pornography is their main industry. Then there are the drug addicts. Sounds like a hell hole to me.

No money to pay salaries of civil servants in Bonaire

CURACAO / BONAIRE – The Island Government of Bonaire does not have money to pay the civil servants’ salaries in November and December. Ramonsito Booi (UPB) says that he had already mentioned this to the National Government a few months ago.

Bonaire wanted to mention this to the Dutch Prime Minister Jan Peter Balkenende (CDA), but the letter about this was not sent yesterday, since article 26 of the ERNA was not going to be used.

It was stated in the concept that the National Government was behind with her financial commitments to Bonaire, ‘which immediately endangers the provision level and the November and December salaries of the civil servants cannot be paid’.

A meeting with the Central Bank and the Finance-minister Ersilia de Lannooy (PNP) was planned for this afternoon. The meeting is about a short-term solution for the problems of liquidity of the island in anticipation of a structural approach.
