Many people don't even try drugs, just because it is illegal. If they were manufactured and sold legally many more people would get into drugs. I found it interesting that you said that "people are just as inebriated now" but not "just as many."

A lot more people drink alcohol when they might instead be doing something that is safer but now illegal.

And many kids try drugs, simply because they ARE illegal. Of course, many of these kids are fresh out of D.A.R.E., and after smoking their first couple joints, think "hey, this ain't too bad! It certainly isn't as bad as that cop in my class was telling me! I wonder what other lies he told me about those other drugs?"
Also, it's definitely safe to say that anyone who currently wants drugs, can get their hands on them. Back in college, I smoked once in a while, and I certainly didn't have any trouble finding any.
