Sounds to me like whatever amount of brain she had left (over half?), the ME did not think she was functional or cognizant.
As I said, this report was not going to clear up everything. And as I thought, this ME is still going to be vilified. Poor guy -- in a dammed if I do, dammed if I don't predicament. I don't envy him at all.
