The government of Cesar wanted their tax and the Lord said it was due, respecting government. That doesn't imply that Caesar should forcibly impose God's law ... in fact, it says nearly the opposite.

It says that Ceasar has the right to enforce and expect compliance of their law even according to God.
Bottom line, it isn't legal or a good thing to mess with pot. Better to go do something conservative instead like investing in your own future.
