Where does it appear that way to you? So far eight states have had a referendum on medical marijuana and all have passed it with large majorities. Name one state where a referendum on medical marijuana has been on the ballot and been defeated.

Medical mj has been passed by large margins in both red and blue States. AFAIK, it has never been voted down by popular vote.
