In Afghanistan, many warlords are reluctant to yield obeissance to the national government. They have to be incorporated into its structure in order to get their cooperation.

There's an incipient idea here, but I can't tease any sense out of it. How could giving the press real power benefit us?
Would we want to put them in charge of winning the conflict?

Quite a bit but they have squandered their creditability with us and should they start spewing such stuff the Arabs would dismiss it as propaganda.
There is a reason why they believe anything bad and discard any good report. They have no tradition of freedom of the press. The state controls the press and what they do not control the mosque does.
So anything bad is accepted because the state wouldn't let out anything that would tarnish it's image unless they had no choice. So it must be true and even worse then they say. But anything good is questionable because of course they would say that.
