Yes! Exactly! It is close to public land. Which is why they would have gone up to him and asked him to leave rather then making a federal case out of it.
I hunt with permission on private land and you run into people regularly that are not suppose to be there.
Some times they are lost, some times they are dumb and some times they are there deliberately but they DON'T shoot you. This was an extreme aberration.
Calling the police over what usually end up being a mistake is a waste of time and resources when a simple "Hey buddy this is private land." will do. Not to mention if it is a mistake you don't want to put the guy in jail or have him arrested. They had no reason to believe they would be fired on.
