For one, if its provable and a new tactic, imagine the women's groups.

Since it could be assumed that the women would be putting the materials inside themselves (as opposed to someone doing it for them) shortly before the flight, there ought to be some explosives residue on their hands and clothing which would be detectable by equipment and/or dogs. Unfortunately, it becomes a very tough situation when you get a positive result. I'm glad I'm not the one that has to come up with the procedures to screen women believed to be transporting explosives in this manner.
