Power outage at 911 Center; Residents needing emergency help should call 311
July 22, 2004 — A partial power outage at the 911 Center in Chicago is causing problems for people trying to get a hold of police and fire. If you have an emergency, officials are asking you to call the city's non-emergency number 311.
Generators are powering up the 911 Center at 1411 West Madison, according to spokesperson Monique Bond, Office of Emergency Management and Communications. Meanwhile, police and fire officials are working on cell phones and portable data terminals.

Various city departments area also putting their own emergency plans into action.

I didn't realize Al Qaeda had taken credit for the Electrical power blockouts in the northern portions of America and the southern areas of Canada and the electrical power blackouts in Great Britain last year.

But then I've been out of touch. Have they officially taken credit for Oklahoma City yet?
