The UN didn't do anything to stop black-on-black violence in Rwanda. What should the UN do? Intervene as in the Congo in the 1960s?

The UN intervention in the 1960s, against the pro-Western Katanga province, was financed by the United States, under the despicable foreign policy of Dean Rusk; and the UN mercenaries of death--hell they bombed hospitals, remember--were flown in, in most cases by U.S. aircraft. I enlisted my Congressman at the time to demand that Dean Rusk answer my inquiries as to who in his department claimed responsibility; and after much prodding, he took personal responsibility. I still have that correspondence somewhere.

American foreign policy towards Africa has been a disaster and a travesty. We have been totally unable to recognize who were our friends and who were not.
