Strictly speaking, you are correct. By "White," I mean of European stock and probably Christian, though as of late Jews have been accorded the status of "White," which is one of the reasons why the left hates them.

In politically-correct parlance, though, even a blue-eyed blond-haired Turkish Muslim is not "White" while a swarthy, black-haired Sicilian Christian is.

I should have added that while Arabs are considered "White" for US census purposes, recently some have demanded that they be given their own separate category. I don't know if other middle easterner groups are demanding the same thing. To the left, people of non-European Christian or Jewish stock are by definition non-White, even if they are white-skinned.
