It would be best to locate the settlement to predominant windward of topographical water-bearing features near enough to pipe in water economically, but not so near that the settlement has to deal with drifting dust. Any such settlements would be buried flush with the surface so structures wouldn't encourage drifting dust to collect around them and increase maintenance costs.
