I was confused because I've heard Hannity rail on about clinton's policies that weakened our CIA. Maybe Hannity was just talking about not allowing the CIA to use "the undesirables" for spying and whatnot.

That's right. It was on Clinton's watch that the change was made prohibiting the use of "undesirables" for espionage. But on a larger scale all the Dems had the CIA cowered for years.

HERE is one of the best articles I've read in a long time putting the entire war on terror in perspective. To those who say: "What does Iraq have to do with al Quaeda?"...Hanson points out that in WWII Germany had NOTHING to do with Japan (other than their both being led by totalitarian dictators)...yet we had to fight both at the same time. It's a very insightful piece. (Trudge through the part about the Peloponnesian Wars...it gets better after that.)
