Look at Article IX (Rights Granted The Federal Government): "The United States in Congress assembled shall have authority to appoint a committee,...to appoint one of their members to preside, provided that no person be allowed to serve in the office of president more than one year in any term of three years" - LOL."

Your question, directly attached to my reference to "presidents", makes it very clear you were asking me to explain my use of the word 'presidents'. I corrected your error regarding 'executive power' and answered your question about my use of the word 'presidents'. Your comprehension aberrations are getting so bad that now you can't even follow a conversation. BTW, it still appears that "perpetual" means 'about ten years'.
