Dear Mr. President.
Why don't we build power plants in SOUTH Korea and run transmission lines into North Korea?
This would provide control over the reactors and fuel, while kicking the legs out from under the DPRK's justification for starting up their reactor, which we can require be dismantled as a condition of getting power.
Having the powerlines cross the border increases the coöperation required between the countries.
Doing the design and engineering for the plants in the US would generate jobs.
Just a thought.
