Does this mean what was announced as Lott's election as Majority Leader by the Republican Conference has not, in fact, actually occurred, and what we had was only an agreement by the Conference this would be so in January?

See my post #96 which explains one of the ways to worm around the rules.

If, in fact, the Conference suspended the rules in order to elect Lott Majority Leader earlier than specified in the Rules, he is in like sin.

I have a book of "Mason's Rules", which I'm assuming take precidence if a specific situation is not addressed. I'll look to see the proper procedures for overthrowing a Majority Leader. Back in a Bit.

Maybe. But the question is this - does a suspension of the rules in the 107th affect business that is supposed to tranact under the 108th? That's what I find interesting.
