I haven't seen the movie yet, the book character is so much like BJ, I'm surprised the tag hasn't caught on.

Nah, Grima is never in charge of anything, he is a grasping adviser. I say he's Paul Begalla.

Begalla is a good choice.

BJ is not far off, though. He really wielded power very poorly and never accomplished much beyond being a weasily, snivvelly, whiny, deceitful, empire shattering whisperer that could get elected.
