ebullient \i-BUL-yuhnt\, adjective:
1. boiling up or over; hence,
2. joyously unrestrained; manifesting exhilaration or excitement, as of feeling; effervescing.
Etymology: From Latin ebullio , ebullire , ``to bubble, to boil up,'' from e , ``out of, from'' + bullio , ``to boil.'' Bullio is also the source of the verb to boil.

Here's a great mad cow joke from an episode a few years ago of a Canadian skit show called This Hour Has 22 Minutes. Stop me if I've told this here before (I think I have)! (That title's a take off on a 60-Minutes-like show that was on CBC back in the 60's called This Hour Has Seven Days which got in all kinds of trouble for having "documentaries" on bare-breasted go-go girls and similar 60's fauna. The one time I went to watch it after hearing all the fuss and to see the nekkid wimmen it had been pulled because of the controversies and replaced with: a Holocaust documentary, my first exposure to those pictures and films. Yikes!).
ANYWAY, the joke, from their "news" segment:
The British government announced today that in an attempt to fight mad cow disease, they may have to kill as many as 12.5 million cows. In a related story, Camilla Parker-Bowles has left the country.
BWWAAAHAHAHAahahahah... oh, man, it hurts...
