More and more this reeks of two teams working each side of DC, and they have to be locals and can blend in.I suspect the perps are cabbies, or two other groups or have worked with them in the past.Who can go anywhere and not be hassled or noticed??Cops...cabbiesand local utilyi cos employess.Especially at odd hours, and can appear from isolated areas and no one suspects anything, as cabbies are wont to find places to catch some zzzzzzzzzzzz's
