From a civics point of view, no, because if you're in line to vote, you'll vote - simply get back in line if you couldn't vote earlier. It presents an opportunity for ballot box stuffing.
From the Governor's point of view, it's a no-brainer, do it. He has nothing to lose - it's not a Republican contest. So while it is wrong from a civics standpoint, politically it gives him points - it makes him look like he is looking out for the voter and defuses a potential issue that would have been used in the fall campaign - the 2000 election. Besides, if Reno really can stuff the box, all the better for him. So he wins on both ends.
