Utah Girl posted a link last year for storing food. In the case of quarantine, one would not need some of the items. For example, I imagine that water and electricity would be provided through National Guard or some such.
At any rate, when she gets here she hopefully can provide the link.
Myself, I stocking as we do for the winter, only earlier and at 10 times the numbers. (10 cans of tuna instead of 1, 40 cans of soup, etc.)
Also making sure coffee, dog food, and treats are available. I recommend buying a bit more each time you visit the store, and buy things you will eat, anyway. All this means is that you are moving your grocery expenditures forward.

I am slowly trying to stock items in asmaller sizes since I buy in bulk, divide and freeze large quantities of meats, etc. It's a different mind-set when thinking about items that do not need refrigeration. I will look for the link from Utah Girl when she gets back from vacation or from you.
