You're right, some of the angles of the face are not similar. What keeps jumping out at me, though, are the eyebrows and the flat-in-the-front face. I don't know how to say what I'm trying to describe, but when you look at someone in profile, and there's basically a smooth plane with a nose sticking out a bit, as opposed to a protruding chin or full lips or prominent cheekbones or bulging forehead. More flattened-off like a bulldog face (not dog-like, but just that all the features protrude about the same amount).

It's weird, isn't it, that if you look feature by feature, the similarities are striking? Remember this is done by an artist from the memory of and description by the witness. The nose is as close as you can get - and look at the lower eyelids!
