Why would I fail? I wouldn't do it by inscribing triangles like on that page - that's a pain in the butt, so I'd start with the large circle and work inward, but it's not at all hard. That web page tells you basically how to do it. The outer points are easy - splitting a circle into 60 sections is hardly difficult.
It's a dead giveaway that it's a multiple of six. I'd bet good money that with me and five other guys, working in three pairs, we could get it done in under three hours. It's time-consuming, sure, but hardly difficult...
On paper you could do in less than 3 hours. In a barley field it would take you and friends days and if you tried to do it at night you would botch it.
