Heard the second call to Rush's show, a fellow just down the road a couple dozen miles, who was complaining how vouchers take money away from public schools.

I'll get started.

The caller is 100% correct, the will take money away from public schools

IF

(and this is what the caller probably doesn't care to understand) the school doesn't compete well with non-public (read private or parochial) institutions.

If the school competes well, it has nothing to worry about because people will not opt out.
