Why not? It seems we change our laws to accommodate every nationality but our own.
We, and Canada and Western Europe are the only ones stupid enough to do that.
It used to be that citizens of civilized countries, (The Great Powers) were sacrosanct. If one was taken captive, all would send gunboats and marines and get him back one way or the other. If we will ever drop the political correctness and accept that the whole earth is "The American Empire" it can be that way again.
