There will be another big terrorist attack soon. If Dubya calls a joint session of Congress that night and asks for a declaration of war, and the Speaker of the House stands and says "Resolved that a State of War has existed ...." the vote will be near unanimous. If he waits a couple of daays, then they will not pass it.
