If the 'victim' is at home and does not enfringe on the rights of anyone else, then yes. Especially if he or she produces that drug on their own property.

I hope you aren't going to try the "guilt about the cost of their insurance and healthcare to society" angle...

Now, drug ABuse usually has victims extending beyond the user,
