No Vatican. Each nation has it's own Episcopal Church lead by it's own chosen Archbishop. The head of the original Church of England is nominaly the King/Queen, but in actuality, the Archbishop of Canterbury.

There is a general confession of sins by the congregation, but not an individual confession of specific sins.

As I mentioned to Mo earlier, there IS an individual confession of sins. It is often used before high feasts such as Easter and is frequently used at retreats. Check the Book of Common Prayer. However, unlike the Roman Catholic church, it is NOT essential or required. I would go so far as to say that many Episcopalians do not even know that it exists.
