The claim is misleading, I think. This is an atomic level recording medium. The light doesn't really stand still (photon wise) it is just recorded then played back later, creating a new photon.

According to the article, nothing remains but the altered
spin states, which later are used to create photons.  That's
what stops me.  Spin states as the source of photons.
I guess it is like the potential energy imparted to an electron
when you run a laser.  I see plasma flashlights that are
recharged at a laser station.

I call these things "Stupid Physicist Tricks." They are nothing more than stunts intended to get the author(s) in the headlines.
