The claim is misleading, I think. This is an atomic level recording medium. The light doesn't really stand still (photon wise) it is just recorded then played back later, creating a new photon.

spin states, which later are used to create photons. That's
what stops me. Spin states as the source of photons.
I guess it is like the potential energy imparted to an electron
when you run a laser. I see plasma flashlights that are
recharged at a laser station.
