I have trouble with your basic premise that Elrond cares only for Rivendell, and nothing for the others...

I do, too, since Elrond took Aragorn into his home and raised him as if he were his own son. And as Elrond kept many of the heirlooms from the kingdom of Arnor, too. He gave all the aid he could for the Quest and was a firm and constant support to the Rangers and the remenant of the Dunedain in the North.
