I think some of what Tolkien bases his writing and before him, George MacDonald had to do with things celtic. I certainly get that feel sometimes when I read the story.

Aren't elves and such Scottish in origin?

Yes, sort of! Jen could probably fill in more, but Tolkien's initial idea was to create a mythological pre-history for England. I think the Elves were supposed to be the Celts, or at least the original inhabitants of England, driven off by later invaders from the East (Men, basically). In his original concept, Tol Eressëa, the Lonely Isle in the Silmarillion, was supposed to be pre-historical England.
