Notice the other Hobbits, the Shire-folk especially, are very plain, ordinary looking folk. I think Frodo's "look" especially was meant to indicate his special nature... more of an Elf-friend than anyone else in the Shire. Have been wondering since first seeing the movie how they'll show the changes in Pippin and Merry after they share a pint with Treebeard...
