The clouds pile up against the mountains, and drop rain to get light enough to get over them. The clouds in the eagle cam pic are piling up against the mountains. If there are enough of them, they back up over us and we get the rain. Thats a simple explanation, in truth it gets complicated, this is one of the hardest places to forcast the weather...

I find that very interesting
the clouds want to move
they drop the rain so they can get over mountains
but if they are too heavy
they pile up and you get the rain
