These “new” members cannot (and will not) pass any bills because they are not authorized to do so - I’m betting Thune knows this and part of his “deal” was to delay.

All good thoughts. That would also be the case if the US was still being run under the Continuity of Government plan. If either of these scenarios is the case, and Thune was NEVER supposed to get the SAVE Act passed (because he legally could not), then what I/we have been thinking of Plan B, unfolding now) has always been Plan A.
