Most 3rd world countries are sewers--also referring to ALL of the countries south of our border. And, there ARE wealthy folks there. THEY control the politicians and police. THEY own them...AND the banks AND they own most of the land. Just EVERYTHING.
I doubt if they are willing to let go of even ONE inch of land or ONE iota of power.
THEY are our neighbors. :o) Ain't we lucky?
