That was the same penalty that the Feds exacted on commercial fishermen for killing seals and sea lions which preyed on salmon stocks, destroying $6000 gillnets, by swiping each fish to rip out its roe or only take part of the fish for the full length of the net. It was sort of a sport for the smelly critters.
