Not just CaCaLand, all of the West coast guv’nas have shut down refineries. What the arseholes did not note was that there are limited pipelines running parallel to the coast. Not enough to supply any oil fuel — even if CaCaLand was willing to ship it to them.
All have sold their souls to the CCP for imported oil — Iranian oil laundered thru West pacific ocean countries. But, Iran is not shipping oil to the CCP any longer, so all prices are spiking all along the coast.
Just like the EU when they went to a proxy war with Russia — just after making themselves dependent on Russian oil production and distribution.

The biggest problem our side has is accepting that Democrat leaders are FAR SMARTER than we are (otherwise they’d be competing with the Libertarians for 3% of the populace, given their political positions and voting history). In fact what shows it best is when we think they’re dumb, or don’t know the facts, and thus can can be reasoned with.
To put it another way, they knew FULL WELL that the pipelines didn’t exist, but that works GREAT for them, since it means less energy for California, and thus heads the state in the direction they prefer, which is BACKWARDS.
