This is so easy! If they actually defined a minority as someone other than a “white” person then just go around carrying a solid white piece of paper. Ask each of the board members to hold up their pieces of WHITE paper against their skin! Ask each member to determine themselves to be “white” or not. You will find that the entire board is made up of non-white members in one swift action. When will people realize that there are no “white” people or “black” people. The hoax is set up to create division. You can do the same thing with a piece of “black” paper to find out how many “black” people you have on the board.

Well let's slow down here... Is there another provision that says 17 of 19 seats are reserved for qualified majorities? Defined as "only a white male or female"?
