The 2023-24 Arab Opinion Index found very high support for the Palestinian cause and substantial support for describing the October 7 operation as legitimate resistance. That does not automatically mean that 67% endorsed the killing of civilians or terrorism as such. Those are different questions.
Most importantly, Islamic doctrine cannot be established by polling Muslims. The Qur’an explicitly prohibits transgression in warfare (2:190), commands justice toward people who are not fighting Muslims (60:8) and condemns the killing of an innocent person (5:32). Muslims can certainly act contrary to their religion, just as Christians, Jews, atheists, or anyone else can.
