Another part of the r strategy (which obviously interfaces with producing large numbers of low quality offspring) is reaching sexual maturity and reproductive age earlier. Sure enough, the fraction of black, Arab, and Central American girls who reach puberty before age 13 is much higher than for Europeans or east Asians.
