As I understand it, it can rain hard 100 miles away and be sunny in the Canyon which will then get an onrush of water through the lowlands and canyons.

And probably a lot less distance than that. A few months ago I went to Casper (WY) for the evening from my small town on the edge of the Big Horn Basin. No rain. I drove the 120 miles back, coming through the Wind River Canyon. Still no rain. As I came out of the canyon and got cell/radio/etc signals back, my dashboard lit up with a flash flood warning. I thought it was some crazy glitch. I got to my home on the west end of town and saw little or no sign of rain.

It wasn't til the next day that I saw the reports on facebook. The other end of town got hammered. The police chief had to rescue a renter from her home after her car was swept away. I went to a pipeline safety meeting that night and the natural gas guys were talking about taking a meter reader on a boat in the river to go looking for sections of gas line and meters that had been torn away.
