I think Rule #17 is 'never give them the actual due date". I think Trump benefits by keeping the enemy off balance by proposing to do things at times when he actually has something else planned. I don't believe he ever intended to resolve Ukraine on Day 1 of his administration - but our enemies did and spent every waking moment devising legal cases, injunctions, roadblocks, impeachments etc. Then Day 1 rolled around and the enemy lined up with creepy smiles on their faces, ready to damage any effort to resolve Ukraine. However, his target was the USAID, NGO's and blank Treasury checks. A full invasion of the money machine was launched, leaving lefties frantically demanding Trump's people stop looking at financial records, let them in to 'watch' what they do etc.
Sometimes, it helps to give the wrong date or point in the wrong direction to get enemies investing their time in dead-ends.
