As someone who explained to a friend in 1999 that the E-911 law meant in due course everyone would be paying for their own tracking device, I'd like to point out that police don't have at their fingertips the ability to query where my phone has been without a warrant. Courts have ruled on this (and the Supreme Court has ruled on the type of mass surveillance that Flock is doing - they're violating the 4th amendment).
