Salman Ahmed Elmi once honored as 'outstanding refugee' is now charged w/ Medicaid, three counts of aiding and abetting by swindle, five counts of aiding and abetting by false representation. Elmi is accused of billing Medicaid for $1 million plus in services not provided or not eligible.

Elmi and the other co-conspirators are accused of colluding to falsify documents to get Medicaid reimbursements, and directed staff to pay kickbacks to people to use their information for claims.
