It means that lying starts a growing chain of complications that quickly spirals out of control.
IOW, kinda like starting off with a false premise from which the rest of the narrative creates a bunch of other lies. Putin creates a lie and presents it as truth, and everything else that follows becomes the truth, according to the initial lie having been set up as the base for everything that followed.
Meaning: Initial dishonesty forces a person to tell more lies to hide the first one, trapping them like a spider's web.
Common Usage: People use the maxim as a warning against the messy, compounding consequences of deceit.
Obviously, you lack the intellectual capacity to understand how an initial lie can be set up for all the lies that follow to sound truthful. Putin set up the stage for all the lies that followed, which set up the stage for the protests and revolts in Ukraine.
