I have (yet another) dumb question:

Do these facilities really need to internet connected to function?

They don’t have to do it, I would think. PLCs, stand alone networks, manual operation with human hands can do it.

The internet connection is so the utility can save money by utilizing remote monitoring, vendor support.

Security bedamned.
