I wonder if they accept out of state shooters for the volunteer squad?

Well, they use six rifles, four have blanks, so even the shooters don’t know for sure who shot wot. But they draw out of a hat for the six. So I guess you could put your name in for the draw? The only thing they exclude are family members of victims. Maybe ex -wives but not sure about that?
