Feds Announce $103,265 Fee for Each New H-1B Visa

I wonder what the money will be used for ? I didn't see it in the article.
Supposedly worth 8.7 billion a year. No mention of employers paying anything.
A worker with an H-1B visa can stay in the U.S. for a maximum of six years...no mention of any year\continuing fees (like being a member of a country club.).
Charge the employers (loophole = non-profits are exempt) a corresponding yearly fee and dump the dough into Social Security...

Would it be correct to assume that the employers are the ones who pay the $103,265 fee per H-1B Visa since they’re the ones saying they ABSOLUTELY need these workers and can’t find them in America? The Feds are essentially asking “Well how badly do you really need this worker?”
