Let's be clear, not once did Trump, during his first term, say that Iran is at war with the United States.

I’m pretty sure Trump has taken numerous actions to punish Iran.
In any event the issue is Iran’s attacks on Americans which is an established fact.
Trump obviously thought he was going to get a regime change our of this and that didn’t happen. At least not yet.
