Repeal the 17th!
I was just getting ready to make the same point. Under the Founders’ original plan, the Senate represented state governments, which makes Beshear’s request/demand make sense. State governments used to have a say in things like treaties and the appointment of SCOTUS justices and high government officials. Now the Senate is just a glorified HofR.
